On February 13, the Hainan Provincial Department of Civil Affairs, led by Zeng Feng, Secretary of the CPC Committee of the Hainan Provincial Department of Civil Affairs, conducted a research visit to Ledong Li Autonomous County to examine key civil affairs issues, including the marriage and relationship challenges of rural youth, the “Protect the Seedling” initiative, elderly care services, and the operation of grassroots civil affairs service stations.

At Villagers’ Committee in Fandou Village, Baoyou Town
In Baoyou Town’s Fandou Village, the research group held a discussion with rural youth, local officials, and staff from the county's Communist Youth League and Women’s Federation to gain insights into the current challenges and support measures for rural youth in marriage and relationships. The group emphasized the need for a coordinated approach across multiple departments to address these issues, as they are closely tied to family harmony and social stability. This includes strengthening the collection and analysis of information on rural youth, and innovating service models. The team emphasized the need to explore the development of matchmaking and social activities to provide a platform for rural youth to meet potential partners. Additionally, they advocated for marriage customs reforms, marriage and relationship education campaigns, and improvements in social security and policy support to help address the challenges faced by older rural youth in their marriage and relationship pursuits.
At Ledong Elderly Care Home
The group also visited the Ledong County Elderly Care Home to understand its operations, stressing the importance of deepening reforms in public elderly care institutions, exploring models such as “public construction, private management” and “medical-care integration,” and shifting elderly services from basic support to quality enhancement to meet diverse needs.
At the juvenile legal education base and “Protect the Seedling” station in Ledong Middle School
The group reviewed the progress of the initiative, focusing on legal education, psychological intervention, and interdepartmental cooperation. The research group called for leveraging the functional advantages of the legal and judicial departments, strengthening collaboration among families, schools, society, the internet, and the judiciary and focusing on key areas and critical links to build a stronger and more precise protection system for minors.

At the Civil Affairs Service Station, Baoyou Town
The research group carefully examined the station’s construction, staffing, and the implementation of service lists. The group emphasized that grassroots civil affairs service stations are crucial hubs for the implementation of public welfare policies. It is necessary to further push for the decentralization of resources and the advancement of services, focusing on the needs of the service recipients, and to build a standardized, professional, and convenient comprehensive service platform to effectively improve grassroots governance efficiency.
In the afternoon, the research group of the Hainan Provincial Department of Civil Affairs held a special seminar to hear the report on civil affairs work and the “Protect the Seedling” initiative in Ledong. During the meeting, Zeng Feng pointed out that:
It is essential to raise political awareness and adopt a highly responsible attitude, focusing on problem-solving, with cooperation between the province and counties, to further enhance the quality and effectiveness of the “Protect the Seedling” initiative.
There should be continuous improvement in the standardized management of social assistance, strengthening dynamic management of low-income beneficiaries, and accurately identifying low-income groups, driving high-quality development of social assistance.
Efforts should be made to improve the service quality of public elderly care institutions, accelerate the development of county-level elderly care services, and plan specialized reforms in elderly care, promoting the high-quality development of elderly care services.
The mechanisms and systems for aging-related work must be improved, with continued promotion of age-friendly community development and deepening of the “Silver Age Action” senior volunteer program, facilitating the high-quality development of aging work.
Marriage customs reforms should continue, helping rural youth with marriage matching. Further progress shoule be made in funeral service reforms, and the community rehabilitation of people with mental disabilities, ensuring social affairs work is effectively carried out.
Support from multiple resources should be gathered to ensure the continuous operation of civil affairs service stations at the town (street) level. It is beneficial to actively develop community charity funds and foster a culture of public welfare and charity, promoting the high-quality development of charitable activities.
The main officials from the Provincial Department Office of Civil Affairs, the Elderly Services Division, and the Children’s Welfare Division took part in the research activities.
